Minnesota HBPA Bylaws

The Minnesota Horsemen’s Benevolent & Protective Association, Inc. (Minnesota HBPA) is committed to serving its members with integrity, transparency, and open communication. Our bylaws provide the framework for how the Association is governed, outlining the responsibilities, procedures, and principles that guide our organization and help ensure we continue to effectively represent Minnesota’s Thoroughbred owners, trainers, and backside personnel.
